in answer to your question yes the unit (of measurement for increments) is aligned to our elected Project Unit (decimal feet for those who use imperial) - but whether you want to limit your increments to your lowest unit 1:1 is whether or not you like the jaggedy movement nature described above. for example we once had a tussle with an s.eng who insisted on using a 1deg step on a project with a non-integer project/true north rotation - where they refused to rotate to any smaller an accuracy! Rounded dims c/would've hidden the smaller units in their docs had they really desired (they did, don't even ask) but instead our models were always 0.23deg out-of-parrallel. It can help with angular work (when you want to be working to an integer) but can also be quite detrimental. This might suit some, I personally hate it. Snap increments are like a constaint on movement, akin almost to pure-ortho movement, only with (obviously) more tolerance in movement (not "just" up/down, left/right) so that regardless of your cursor placement (and super fantastic high dpi mouse) you will also rest on (effectively) a grid intersection, or stepped-point in space, set to 1mm, 2mm, whatever your preference.
